The Citadel raises interactive pieces — things a visitor plays, scrolls, explores, inside a browser. It does not build video games. A true 3D game is engineered on the Cartographer's desk, with its own tiers, its own Watch and its own price, and it is never folded into a website Charter at any tier.

There is no house without a keeper. Every Charter is a tier plus a servicing package — the only choice is which.
